Cruise package (2-day 1-night from $180-400 per person) includes transport + boat + meals + cabin — the standard tourist option. DIY bus makes sense if you're staying in Ha Long City for other reasons (Cat Ba Island, hiking). Cruise cost includes the transfer, so booking bus + cruise separately doesn't save money.
