US citizens can travel to the Caribbean without a passport in two ways: (1) flying to US territories (Puerto Rico, US Virgin Islands — same rules as domestic), or (2) taking a closed-loop cruise (departing + returning to the same US port — birth certificate + photo ID accepted). Which Caribbean destinations don't require a passport for US citizens?+
For air travel: only US territories — Puerto Rico, US Virgin Islands, and (with restrictions) American Samoa, Guam, Northern Mariana Islands. US citizens on closed-loop cruises can use a government-issued photo ID + certified birth certificate instead of a passport. WARNING: if you miss the ship and have to fly home from a foreign port, you'll need a passport — bring it as backup even if not required for embarkation.
Can I visit Mexico without a passport via cruise?+
Yes — closed-loop cruises to Mexico (Cozumel, Costa Maya, Cabo San Lucas, Ensenada) accept the birth certificate + photo ID combination for US citizens. Air travel to Mexico ALWAYS requires a passport (or passport card for land/sea entry only, not air).
What about Aruba, Curaçao, St Lucia, Jamaica without passport?+
These are all foreign countries — air travel requires a passport. BUT closed-loop cruises visiting these ports allow the birth certificate + photo ID method for US citizens. So you can visit Aruba on a Southern Caribbean cruise from Florida without a passport, but you can't fly direct without one.
