TLV is 18km from centre — Israel Railways from the terminal (12-18 min, ILS 16) is by far the fastest + cheapest. Trains run 24/7 (limited Saturday service from 19:00). For 6+ hour layovers: train + Carmel Market + beach walk is feasible.
