Transit visa for New York JFK (and other US airports): do you need one?
Changing planes in the United States works differently from most hubs: US authorities require Visa Waiver Program travellers to hold an ESTA, and other travellers a visa, even when the US is only a stop on the way to another country.

Yes, you need permission even just to connect at JFK. If your passport is in the Visa Waiver Program, you need an approved ESTA (or a visa) to transit the United States. If it is not, you need a US visa — the C1 transit visa is for a brief layover when transit is your only reason for entering, and a valid visitor (B) visa can also be used.

The US Embassy says a foreign citizen travelling to another country with a brief layover in the United States, when the only reason for entering is to transit, should apply for a C1 visa. Applicants may be asked for proof of onward travel and permission to enter the next country. [2]
